  Over the past two years, the Benton Foundation has commissioned a number of research papers on the subject of universal service. Benton views universal service not as welfare policy, but smart economic policy that protects ratepayers from paying for stranded investments in telephone networks, adds to the value of those networks, and improves the overall productivity, health, and education of society.
